南非卫生部长AaronMotsoaledi批评非洲领导人寻求海外治疗，而在他们主政下国家医疗保健系统接近崩溃。
在国外治疗或者死亡的的非洲领导人名单有一长串，医院的治疗费用都是由纳税人买单。
津巴布韦总统罗伯特·穆加贝（RobertMugabe）经常去远东医疗，尼日利亚总统穆罕默德·布哈里（MuhammaduBuhari）年两次去英国治疗癌症，布哈里甚至承认，尼日利亚人每年在境外就医花费达10亿美元。
东非共同体（EAC）认为：该区域内各国政府每年在寻求海外治疗方面损失1亿万美元。
近年来，非洲国家元首LevyMwanawasa（赞比亚）、LansanaConte（几内亚）、MalamBacaiSanha（几内亚比绍）、梅莱斯·泽纳维（埃塞俄比亚）都在海外期间或治疗后死亡。
加蓬第一夫人EdithLucieBongo，加纳副总统约翰·阿塔·米尔斯（JohnAttaMills）和尼日利亚总统奥马鲁·穆萨·亚拉杜瓦（UmaruMusaYar’Aduwa）在国外治疗后不久即死亡。
Motsoaledi对这个趋势表示了极大愤怒：“我相信我们是唯一一个大陆——当国家元首生病时，他们去非洲大陆以外寻找治疗。为什么只有我们这个大陆这样？当美国、欧洲或远东地区的国家元首生病时，他们都在本国接受治疗。为什么我们是唯一一个国家元首生病要去别的地方治疗的大陆？”
他指责非洲卫生部门领导人，腐败和无能的政策使卫生部门每况日下；“这是站不住脚的”。
必须改善非洲的医疗保健制度，使我们能够对国家元首进行治疗。我们遭受埃博拉病毒的部分原因是我们的医疗系统薄弱。当我们的国家元首去其他地方看病时，医疗系统不会很强大，因为他们看不到国内会发生了什么。我们醒来的那一天，说医疗系统已经改善的那一天，是国家元首对他们的医疗系统有信心的那一天。为什么离开民众到别处去呢？国内的民众怎么办？这是极其不可接受的。”
Motsoaledi也在践行其倡导的主张。年，他患肺炎在比勒陀利医院（SteveBikoAcademicHospital）住院。年，医院接受外科手术。
部长继续说：“卫生部门领导需要在其他人治疗的地方接受治疗。医院是劣等机构，其中一些是最好的。他们中的一些人的水平在世界上也是最好的。”
不出所料，其他非洲政治家面对激烈的批评没有为自己做辩护。

BuharievenadmitsthatNigeriaspendsUS$1billionofpreciousforeignannuallyonmedicaltreatmentabroad.
AccordingtotheEastAfricanCommunity(EAC),governmentsinthesub-regionlose$millionannuallyinseekingmedicaltreatmentoverseas.
Inrecentyears,headsofstate,LevyMwanawasa(Zambia),LansanaConte(Guinea),MalamBacaiSanha(GuineaBissau)andMelesZenawi(Ethiopia)diedoverseasduringoraftermedicaltreatment.
GabonFirstLady,EdithLucieBongo,JohnAttaMills(Ghana)andNigeria’sUmaruMusaYar’Aduwahavediessoonaftermedicaltreatmentabroad.
Motsoalediisoutragedatthetrend:“IhavemadeitveryclearandIhaveneverhiddenit.Idon’tlikeit.Ibelievewearetheonlycontinentwherewhentheheadofstateissick,theyhavetogoandlookforhealthcareoutsidethecontinent.WhatdoesitsayofusasAfrica,whyonlyusinthiscontinent?
“WhenheadsofstateinAmericaorEuropeortheFarEastaresicktheyaretreatedintheirhomecountry.Whyarewetheonlycontinentthatwhenourheadsofstatesaresicktheyhavetogoelsewhere?”
HeaccusesAfricanleadersofinheritingfunctioninghealthsectorsandrunningthemdownthroughcorruptionandineptpolicies;“Itisuntenable.HealthcaresystemsinAfricamustbeimprovedsuchthatweareinapositiontotreatourheadsofstate.PartofthereasonwhywesufferedEbolasomuchisthatourhealthcaresystemsareweak.Thesehealthcaresystemswon’tbestrongwhenourheadsofstatesimplyleaveandgoelsewherebecausetheywon’tbeabletoseewhatwillbehappeningathome.Thedaywewakeupandsayhealthcaresystemshaveimprovedisthedayheadsofstatehaveconfidenceintheirhealthcaresystems.Whyleavethemassesandgoelsewhere.Whataboutthemassesherebackhome?Itisgrosslyunacceptable.”
Motsoaledipracticeswhathepreaches.In,hewasadmittedtotheSteveBikoAcademicHospitalinPretoriasufferingpneumonia.In,hewasalsoadmittedforasurgicalprocedureatthesamehospital.
Theministercontinues:"Healthcareleadersneedtogettreatedwhereeverybodyelseistreated.Don’teverthinkgoingtoapublichospitalisgoingtoaninferiorinstitution;someofthemarethebest.Someofthemdothingsthatareoutofthisworld.”
Unsurprisingly,otherAfricanpoliticianshavenotdefendedthemselvesagainsthisblisteringcriticism.
